About the school

Our Mission

Located in Newark, New Jersey, Roseville Community Charter School (RCCS) is a tuition-free public charter school serving grades K–5. RCCS’s mission is to empower scholars with the character, discipline, and academic excellence needed to succeed in high school, college, and beyond, operating on the belief that a child’s zip code should never limit their educational opportunity.

RCCS’s culture is anchored in the theory of efficacy—that success grows through hard work—and driven by its CHEER core values: Collaboration, Honesty, Excellence, Effort, and Respect.

The school delivers a holistic, technology-rich educational experience combining rigorous STEM and literacy instruction with Social-Emotional Learning (SEL) and 1:1 laptop access. Through strong family events, local community partnerships, and small class sizes, RCCS maintains a safe, structured, and supportive environment where every scholar can thrive.

Our Core Values

Roseville Community Charter School is anchored in 5 core values that we refer to as CHEER:

Collaboration

We are a community of learners who work together to achieve our common goal of excellence. Scholars will have frequent opportunities to engage in group work, learning the importance of team, and benefiting from the ideas of others.

Honesty

We are truthful and trustworthy in all situations. Scholars are taught to be honest and take responsibility for their actions and the outcomes they produce.

Excellence

We strive for excellence in everything we do, both inside and outside of the classroom. Our scholars are held to high academic and behavior standards, and they are taught to believe they can meet the high standards we set for them.

Effort

Smart is something you can become through hard work and effort. Scholars and staff at We celebrate scholars for putting forth effort and encourage them to keep striving for excellence.

Respect

Respect is a pathway to understanding, collaboration, and valuing ourselves and others. RCCS believes that as scholars learn to value and respect themselves and others, they become open vessels to understanding a broad range of ideas and experiences that will enhance their ability to thrive academically and socially.

School Programs

Great Oaks Legacy gives students opportunities to experience college-level academics while they are still in high school. Through Advanced Placement courses and college dual-enrollment opportunities, students can challenge themselves academically, explore subjects in greater depth, and in some cases earn college credit before graduation.

Program 1

RCCS provides a comprehensive, balanced literacy program that integrates Wilson Fundations, LLI, Read 180, and McGraw Hill Wonders to deliver evidence-based, standards-aligned instruction tailored to scholars’ individual learning needs. Through targeted reading interventions, multisensory instruction, and individualized summer learning opportunities, the school addresses skill gaps, supports scholars at risk of reading difficulties, and strengthens foundational literacy skills. Additionally, Kindergarten Transition Prep and early screening help identify academic and developmental needs before school entry, ensuring scholars receive timely support for a strong start to their educational journey.

Program 2

RCCS is committed to closing academic achievement gaps through a multi-tiered approach that combines high-impact tutoring, daily targeted small-group instruction, and ongoing data-driven instructional adjustments in Math and ELA. By integrating core curricula with specialized resources such as TouchMath, Lexia Core5, and Lexia English, the school provides differentiated learning experiences that address the unique needs of scholars, including Multilingual Learners and students with IEPs. This individualized approach strengthens foundational skills, promotes academic growth, and ensures scholars have equitable access to the resources and support needed to succeed.

Program 3

Roseville Community Charter School’s unique social-emotional learning (SEL) program integrates Responsive Classroom, the Bucket-Filler philosophy, Second Step, and DESSA to foster a positive school culture, strengthen relationships, and address each scholar’s individual social-emotional needs. Through our signature SELF & Wellness (Social Emotional Learning Fun & Wellness) program, scholars develop essential skills in self-awareness, emotional regulation, conflict resolution, mindfulness, and positive peer interactions. Sustained through community partnerships and staff expertise, this comprehensive approach empowers scholars to build resilience, strengthen their sense of belonging, and thrive academically, socially, and emotionally.
